- Norwegians were hesitant
to immigrate to Canada before 1900 because they were more interested
in the land on the American frontier.
Very few Norwegians immigrated to Canada prior to 1900. Emigrating
from Norway, many landed in Quebec for a time because it was the gateway
to the United States which had the most attractive offers of land
to settle. When the American frontier had been fully settled at the
turn of the century, Norwegians began to see Canada as "a land of
another chance." At the same time, Canadian immigration policy became
much more aggressive in actively recruiting settlers, offering free
homesteads on the western prairies.
